Scott Russell joined the staff of the Northern Mariana Islands Council for the Humanities in December 2001 as the program officer. He was appointed Executive Director in December 2009. Russell spent 24 years in the field of historic and cultural preservation, first as Director of the Trust Territory of the Pacific Islands Office of Historic Preservation (1977-82), and then as Deputy Director and staff historian for the Commonwealth of the Northern Mariana Islands Division of Historic Preservation (1982-2001). He has written widely on the history and historic resources of the Northern Mariana Islands including Tiempon I Man'mofona, a comprehensive overview of the archipelago's ancient culture and early colonial history.
