Article XII: Land Ownership in the Northern Mariana Islands

This program, moderated by attorney Robert T. Torres, consists of three one-hour panel discussions focusing on Article XII of the Commonwealth of the Northern Mariana Islands (CNMI) Constitution. It aims to provide an informed and objective presentation of facts and a variety of viewpoints relating to land alienation in the CNMI. Although there is no way to cover all of the complexities of Article XII in a three-hour program, this series provides basic information that hopefully will encourage viewers to discuss and consider this important topic with their families, friends and colleagues. It is intended for anyone wishing to learn more about the history, effects and possible future of Article XII.
Part 1: The Foundation
Panelists: Marianas Political Status Commission members Vicente N. Santos and Pedro A. Tenorio
Part 1 looks at the history of the provision that limits land ownership in the CNMI to persons of Northern Marianas Descent. Where did the idea originate? What was the purpose of including it? Why did Section 805 of the Covenant require that this provision be retained for a minimum of 25 years before it might be reconsidered?

Part 2: Today's Perspectives
Panelists: Lorenzo DLG Cabrera, Representative George N. Camacho, and Alex A. Sablan
Part 2 looks at the impacts of Article XII today. What is the definition of "Northern Marianas Descent" under Article XII of the CNMI Constitution? What have been the positive and negative effects of Article XII with respect to cultural preservation, the economy, and families and individuals?

Part 3: The Future
Panelists: Vincent J. Seman, Carolyn P. Hosono, and House Vice-Speaker Francisco S. Dela Cruz
Part 3 looks at the future Article XII. Does Article XII need to be changed? What are some options for modifying Article XII? Who should have the right to vote on Article XII?
Part 3 will air on KSPN Channel 2 at 6:30 pm on January 20, 21, and 22, January 2014.
